MONTEREY PARK - Judge Timothy R. Saito grew up in awe of the courts. His father was chief administrator of Los Angeles County Municipal Court.
"He instilled in me an appreciation and respect for courts," Saito said. "I felt that the court was something special - almost like a hospital, where people went for help."
