SAN LUIS OBISPO - As a complex civil litigator, Steve Crandall was frustrated by the effort it took to get a judge - most often in federal court - to intercede in a discovery dispute with opposing counsel.

The conflict inevitably would grow into a "massive bulk of paper" over something relatively straightforward and simple, Crandall said.
