RIVERSIDE - Commissioner Bambi J. Moyer describes her courtroom as "organized chaos."
Scores of people file in and out, harried lawyers scurry back and forth between defendants, and last-minute motions land on her desk as she deals with 150-200 driving-under-the-influence, battery, petty theft and other misdemeanor pre-trial matters per day.
