LOS ANGELES - Approaching Judge Mary H. Strobel's downtown courtroom, you'll wind your way through a city whose legal framework the judge helped craft.
From 1997 to 1999, she served as staff counsel to the Los Angeles Appointed Charter Reform Commission, one of a pair of panels tasked with overhauling the city's guiding document - and essentially a local version of a constitutional convention.
