SAN FRANCISCO - As the South Vietnamese government collapsed in 1975, Jacqueline Hong-Ngoc Nguyen, aged 10, escaped from Saigon with her family while North Vietnam soldiers closed in.
"It was so traumatic," said Nguyen, the first Vietnamese-American woman to serve on the 9th U.S. Circuit Court of Appeals, where President Barack Obama placed her less than a year ago.
