SANTA ANA - Carmen R. Luege was a prosecutor in the U.S. attorney's office and, before that, an O'Melveny & Myers litigation associate. So when Luege joined the Orange County Superior Court last year as a commissioner assigned to hear small claims and traffic tickets, she assumed the demands on her time and energy would decrease.
