SANTA BARBARA - When California was mired in a deep recession in the early 1990s, U.S. Magistrate Judge Rita Coyne Federman, then an unemployed lawyer eager to find work, began her long journey towards the federal bench.

In 1991, Federman beat out 200 other applicants for one job as a staff attorney to the district's magistrate judges.
