NORWALK — Monthly rent and groceries are definitely bare necessities in Judge Thomas Long’s eye and could be reasons why he’ll lower monthly payments toward credit card debt. But Mercedes-Benz payments? Not so much.

“Other debts are not a bare necessity of life,” he said. “The judgment takes priority over other debts.”
