CHULA VISTA — San Diego County Superior Court Judge Maryann D’Addezio Kotler said it’s hard deciding where children are going to live based on just a few moments of testimony, especially if they’re coming from troubled homes.

“It’s gut-wrenching,” she said of her new family law assignment. “It’s just hard thinking about: The person who’s not even in the room is the one who’s affected the most, the child.”
