ORANGE — Judge Donald Gaffney believes eliminating parents’ rights to see their children may not be the best approach for someone in a hard-fought battle with substance abuse.

“I’d rather have some monitored visitation,” Gaffney said. “If a parent can have some contact with their child while they’re dealing with whatever the addiction might be, it motivates them to continue dealing with the addiction.”
