SANTA ROSA -- Judge Arthur A. Wick took civic pride to another level. He helped establish his community, the city of Windsor.

Windsor used to be unincorporated until Wick and other residents banded together to draft a ballot initiative that passed in 1992.

The city's population was 26,801 as of the 2010 census.
