REDDING - Superior Court Judge Stephen H. Baker's appointment to the Shasta County bench last year inspired a bit of a fanfare in the local media. Baker was front-page news in the Redding Record Searchlight, which also ran an editorial lauding his credentials and praising Gov. Gray Davis for his appointment.
