SAN DIEGO — U.S. Magistrate Judge Ruben B. Brooks was 28 when he ran an unsuccessful campaign for Congress against incumbent Republican Clair Burgener to represent Imperial, southwestern Riverside and northern San Diego counties. The experience inspired a passion to work for a different branch of government, the judicial system, where his journey was more successful and has lasted much longer.
