Facts

Los Angeles City Attorney Rocky Delgadillo filed a civil law enforcement action under the state Unfair Competition Law (Bus. & Prof. sec. 17200) alleging that the defendants "shuffled" certain occupants of the Skid Row residential hotel, the Frontier Hotel, every 28 days or so in order to prevent them from gaining tenants' rights. The suit also alleged that the defendants engaged in a scheme to empty the Frontier Hotel as part of a plan to convert it to upscale lofts, without paying relocation assistance fees to the displaced tenants, in violation of the state Ellis Act and local implementing ordinances.

Result

Stipulated injunction creating, inter alia, minimum $700,000 restitution fund for Ellis Act victims, $200,000 in civil penalties and $140,000 in reimbursement for the City Attorney's investigative costs.
