On Nov. 11, 2006, a United States postal delivery truck hit plaintiff Portia Lemmons as she traversed a crosswalk in her wheelchair. She sued defendant United States of America for negligence.

The plaintiff contended defendant negligently operated the delivery truck, causing the accident that damaged her wheelchair and her personal injuries.
