Robin contended in her civil rights action that the city retaliated against her for filing multiple complaints with the Equal Employment Opportunity Commission. Plaintiff alleged that a written reprimand for insubordination, the presentation of a Golden Handshake, reduction of her position to half-time, and layoff constituted retaliation.
