Facts

The California Department of Justice and the California Public Utilities Commission jointly filed a complaint on behalf of the People of the State of California against Comcast Cable Communications Management LLC, Comcast Phone LLC, Comcast Phone of California LLC, and Comcast IP Phone II LLC, concerning Comcast's voice-over-Internet-Protocol service, XFINITY Voice.

Contentions

PLAINTIFF'S CONTENTIONS:
Plaintiff accused Comcast of unlawfully publishing the personal information of tens of thousands of customers who were supposed to be unlisted. Customers allegedly paid defendant between $1.25 and $1.50 to keep such information private. However, Comcast made such private information readily accessible both online and through directory assistance providers.

Result

The parties reached a settlement. Comcast agreed to pay $8.4 million as restitution to affected customers and pay $25 million in civil penalties and cost of investigation. Comcast also stipulated to the entry of a permanent injunction requiring it to reform its practices with regard to unlisted/non-published telephone numbers.
