Plaintiffs were homeless individuals residing in the City of Los Angeles. After their personal belongings were removed by police, they filed a civil rights complaint against the City of Los Angeles.

Contentions

PLAINTIFFS' CONTENTIONS:
Plaintiffs contended that the removal of their possessions violated their rights under the Fourth, Fifth and Fourteenth Amendments of the United States Constitution.

DEFENDANT'S CONTENTIONS:
