West Covina Outparcels LLC owns a freeway-prominent 11,258 square-foot retail pad located at 100 South California Avenue in the City of West Covina. The property is located within Plaza West Covina, a 70-acre super-regional mall with anchor tenants including Macy's, J.C. Penney, Sears, Nordstrom Rack, and Best Buy.
Before Caltrans' taking, the property's two tenants were an AT&T corporate store, which leased 3,285 square feet of the property, and a Bob's Big Boy restaurant, which occupied 5,677 square feet of the property.
Contentions
PLAINTIFF'S CONTENTIONS:
Caltrans sought a full-take of the property for its Interstate 10 high-occupancy vehicle lane project. Caltrans initially offered West Covina Outparcels $3,136,000.
DEFENDANTS' CONTENTIONS:
The West Covina Outparcels sought compensation of $9.35 million for the real estate, plus $540,000 for the improvements.
Result
The case settled before trial. Caltrans agreed to pay West Covina Outparcels $7.8 million, plus costs in the amount of $10,925.
