On Feb. 5, 2012, plaintiff Raymond Wong was traveling southbound on Garfield Ave. in Monterey Park. Defendant Francisco Hernandez was also traveling southbound on Garfield, when he attempted to change lanes and collided with plaintiff. Plaintiff filed suit against Hernandez and defendant Edmundo Angulo Jr., who owned the vehicle.
