Police sergeant Pedro Torres corroborated a fellow officer's claim of racist conduct by a police supervisor. Subsequently, Torres was denied a promotion to detective and was suspended for several days for his use of force in rescuing a kidnapping victim. Torres sued the defendants, alleging retaliation and constructive termination when the department's retaliatory treatment caused him to give up his job due to excessive stress.
