Facts

Loft owners in downtown Los Angeles' Arts District filed a complaint against the City challenging the City's approval of the area's business improvement district (BID) and spending money on public relations activities, including business recruitment tours, hanging street banners, as well as cleaning and guard services. Loft owners claimed that the special district assessed as much as $1.3 million a year.

Result

Los Angeles Superior Court Judge Joanne O'Donnell found that the City had improperly approved the special district and ordered the city to dissolve it.

Other Information

Defendants contend the petition was granted despite the BID's success in helping turn around the City's image.
