Facts
In April 2000, Chong Choi, 36, a saleswoman, was driving east in Los Angeles on Washington Boulevard near an intersection. After coming to a stop for traffic, Choi's vehicle was rear-ended by an uninsured motorist. In May 2000, Choi and her children, ages 9 and 12, were traveling southbound on Western Avenue when another uninsured motorist traveling northbound attempted to make a left turn and collided with her vehicle. Because both accidents were caused by uninsured motorists, Choi and her children filed an uninsured motorist claim with their own insurance carrier, Farmers Insurance Co. The two cases were eventually consolidated into one binding arbitration. Choi contended that the April accident resulted because the driver was traveling at an alleged unsafe speed for the conditions and failed to slow for traffic in a timely manner. In regards to the May accident, Choi contended that the accident occurred because the driver attempted an unsafe left turn.
