Facts
On March 12, 1995, plaintiff Phuc Minh Pham, a 27-year-old laborer, was driving his automobile near the intersection of Meade and Rainer Avenue South. Defendant Ernest Moore Jr. was also driving an automobile and was stopped at the intersection of Meade & Rainer. The defendant claimed that while he was stopped in the parking lane and before he proceeded with a left turn onto Rainier Avenue, the plaintiff's vehicle struck his vehicle's front license plate and front bumper. The plaintiff brought this action against the defendant based on a negligence theory of recovery.
