The claimant was driving a 1996 Ford Windstar van, the respondent was driving a 1990 Plymouth Horizon 4-
door Sedan. The respondent and the claimant both stopped at a traffic light westbound on James Street near 6th
Avenue on-ramp to I-5. The light turned green, the respondent took her foot off the brake to move forward,
glanced down, did not see that the traffic ahead of her was not moving forward, and bumped into rear of the
claimantÆs vehicle at a low speed. The respondent admitted liability.
