Regina Potascher, an incompetent, was struck by a laundry cart that was owned, entrusted, controlled and maintained by the hospital while she was a patient at a hospital. She sustained injuries as a result thereof and her conservator, Kim Schwarcz, filed a complaint against City and County of San Francisco, The Regents of the University of California, Stuart Gillis on her behalf.
