Plaintiff Valenzuela, 43, was traveling with an eight and a half months pregnant passenger, plaintiff Carmina
Bojorquez, 18, in August 1998, when defendant Eldon Bruce Palmer in route as a City of Mesa parking
monitor, collided with them. The collision took place when the plaintiffs went through an alleged yellow light
on Center meeting with Pepper in Mesa. Bojorquez gave birth four days later.
