RIVERSIDE - When Samuel Diaz began hearing juvenile delinquency cases in January, he was shocked at the apathy of the parents of troubled youngsters in his courtroom.

When he asked lawyers or the probation department why many parents didn't show up for their children's hearings, Diaz said he was told they were working or simply didn't have time.
