INGLEWOOD - The first time the young black man appeared before Judge Patricia Titus in drug court, he was mumbling to himself and never looked up.
Many participants in the collaborative court have developmental disabilities or mental illnesses, Titus said. "They're self-medicating [with] drugs."
Sooner or later, they face felony possession charges, usually for their own use.
