VAN NUYS - One day about three years ago, Los Angeles County Judge Bert Glennon had scarcely taken the bench when his clerk handed him a note from a juror.

"It said, 'Why isn't this case in arbitration?'" said Glennon during a recent interview. "I gave the note to counsel. The case settled about half an hour later."
